Su.Pr.Eme. 2

Su.Pr.Eme.2 is a program aimed at promoting the emergence, emancipation and empowerment of foreign people who are victims of labor exploitation.

The Su.Pr.Eme.2 Programme is an extraordinary and integrated five-year plan of actions to combat and overcome forms of severe labour exploitation, caporalato (forced labour) and situations of severe marginality and vulnerability experienced by foreigners in the five southern Italian regions (Sicily, Calabria, Apulia, Basilicata and Campania).

It is financed under SO 2 – Legal Migration/Integration – Implementation Measure 2.d of the National Programme of the Fund for Asylum, Migration and Integration (FAMI) 2021-2027. The partnership is led by the Sicilian Region, joined by the Regions of Basilicata, Calabria, Campania and Apulia and Nova Consorzio Nazionale per l’Innovazione sociale.

Su.Pr.Eme.2 is part of the National Programme for the Prevention of and Fight against Undeclared Work and the Phenomenon of Corporal Labour of the General Directorate for Immigration and Integration Policies of the Ministry of Labour and Social Policies. It intends to systemise, in the name of continuity but also of innovation, the services, results and impacts achieved by the previous Su.Pr.Eme and P.I.U.Su.Pr.Eme projects.

The programme is divided into the following areas of activity:

WP1 – INNOVATION GOVERNANCE

  • Anti-caporalism tables to define and share strategies and unitary action plans
  • Institutional and community capacity building and change management support processes
  • Support and empowerment of migrants’ associations to foster their active participation
  • Mapping, awareness-raising and engagement of the employer system to foster pathways to social and labour inclusion and guide processes to support emersion
  • Study activities and knowledge of the phenomenon for capacity

WP2 – EMERSION WORKSHOPS

  • Anticaporalato inter-institutional helpdesk, a multi-channel, multilingual and specialised service promoting emergence and facilitating access to information and services
  • Support to inspection task forces in complementarity with other territorial interventions
  • Integration budget for taking charge that gives the individual recipient a ceiling of resources to support him/her in a path of socio-work empowerment
  • Governance of emersion actions and interregional referral mechanism for an integrated action of all interventions

WP3 – INTEGRATION ECOSYSTEM

  • Integrated social poles for multidimensional care
  • Outreach actions and territorial linguistic and intercultural mediation
  • Transport supported by social profile activities
  • Inclusive housing measures aimed at making migrants’ housing conditions dignified, also through co-housing actions and housing autonomy paths
  • Orientation and empowerment of recipients
  • Innovative social farming pilot projects to support the entrepreneurship of recipients
  • Strengthening of Employment Centres and job offer/demand matching services

WP4 – KNOWLEDGE FOR MAINSTREAMING

  • Communication and information plan
  • Social media management, digital communication, press office
  • Interregional training course for journalists and communicators
  • Awareness and promotional campaigns
  • Events
  • Storytelling and narration (“Oltre il ghetto“)

RECIPIENTS

The project targets approximately 18,000 seasonal migrant workers mainly employed in the agro-food sector and other production sectors at risk of labour exploitation in the five regions involved.
